The Ever-Present Hand of "Great Powers" (709-717)

In the first half of the 19th Century, Europe was a tumultuous place with constant uprisings and rebellions. What is even more interesting about this time period is the creation of pacts between the "great powers" (Russia, Austria, Prussia, etc.) that were designed to control the overall political balance of Europe. This is hugely important because it is the first, real creation of treaties simply created to STOP unwanted (change in system of government) uprisings, since most previous treaties were simply those of war and unrelated to individual country's political preferences. A prime example of such solidity against said uprisings is the repression of Spain's rebellion in 1823 to allow King Ferdinand to return to the thrown. This creation of these types of pacts is important because it marks a change in political ties, from a more individual-based perspective, to an overall European perspective.
